Michael Baker International’s Water Practice provides innovative consulting, planning and engineering solutions serving public and private clients on Water, Wastewater and Dam projects. We have proven experience in providing a full range of professional services from scientific and technical analysis, concept through design, and construction support services.

Michael Baker has extensive experience in developing practical and cost-effective solutions to water resources design challenges. A proven innovator of creative solutions, Michael Baker provides technical excellence in planning, financing, design and construction of water supply, wastewater and combined sewer conveyances and CSOs, storage design and system rehabilitation, pump stations facilities, water reclamation facilities, bridges, transportation drainage structures, and dams and hydraulic structures including inspection, assessment, rehabilitation, new structure design, permitting, and construction services.


Michael Baker International is seeking a Water Practice Department Manager for our Pittsburgh office located in Moon Township, PA. The successful candidate will be responsible for expanding Michael Baker International’s role throughout western Pennsylvania while supporting our project teams and client base that we service on a municipal, regional, national and international basis. As part of the Great Lakes Region, the opportunity also exists for the successful candidate to facilitate project workshare and best practices across all offices within Michael Baker.

Our projects involve supporting our clients within the Federal, Transportation, Water Resources, Commercial Development, Industrial and Energy market sectors. A willingness and ability to travel within western Pennsylvania and the Great Lakes region on an as needed basis is required. This is a unique opportunity to oversee all aspects of a water/wastewater, municipal and water resources engineering business with a diverse project / client base. Primary responsibilities include business and strategy development, client management, operational oversight, staff development, profit and loss and leadership.

Additional responsibilities include:

  • Meet with existing clients to identify upcoming opportunities and confirm performance on existing contracts

  • Monitor and implement strategies to fulfill business performance objectives

  • Develop new client relationships

  • Coordinate with other offices to facilitate workshare, the implementation of best practices and developing work with those offices requiring civil engineering services

  • Accompany other Practice Leaders at client meetings to further develop business with existing clients

  • Visit project sites to ensure our services are being performed to a high standard

  • Lead strategic pursuits and QA technical and cost proposals

  • Ensure QA/QC procedures are being implemented on all department projects

  • Provide technical oversight and guidance of engineering solutions

  • Conduct operational meetings with staff to review and evaluate workload, resource planning, project performance, and business development opportunities

  • Lead team at every opportunity to articulate your vision and establish your personal standards for professionalism, teamwork, quality, and technical excellence

  • Interview and hire new staff to fulfill current project needs while also planning for the future of the business

  • Mentor engineering personnel in their technical and management competencies to help them achieve their career objectives

  • Identify training opportunities for staff consistent with their career objectives

  • Provide honest, prompt, and constructive feedback to personnel

  • Attend and participate in industry events


  • Bachelor’s Degree in Civil or Environmental Engineering

  • 10-15 years of civil and/or environmental engineering experience in design and management of civil, water and/or wastewater engineering projects

  • Pennsylvania P.E. license, or have the ability to obtain one

  • Strong leader and business builder that wants to be empowered to develop this great opportunity

  • Strategic thinker with the ability to envision a full-service Water practice

  • Knowledge of local, regional, and national civil engineering initiatives

  • Proven supervisory skills

  • Experience working in and managing a diverse staff of inspectors, field engineers/scientists, office engineers, and resident engineers

  • Strong problem-solving and verbal / written communication skills

  • Ability to work in a dynamic environment and conduct multi-tasking efforts

  • Recruitment skills to assist in hiring additional personnel
